The United States Has Offered 15 Years of Defense Assurances, States President Zelenskyy.
Following high-level talks, Ukrainian President Zelenskyy has revealed that the United States has presented a proposed peace plan featuring protection pledges for the country lasting for a period of a decade and a half.
Key Aspects of the Plan
The Ukrainian leader noted that in the course of significant talks with US President Donald Trump, he had sought long-term defense assurances for up to 50 years. However, the proposed framework foresees a reduced commitment of one and a half decades from the United States.
It is not clear what form these commitments would entail, but the president has been pushing for "article-5-like" security guarantees, referring to Nato’s core tenet that an attack on one member is treated as an act of war against every member.
Diplomatic Advancements
According to Zelenskyy, Washington's protection assurances for his country under the updated settlement framework have been fully agreed upon, though Trump was more cautious, estimating the agreement at more like 95%.
The two presidents stated that progress had been made during the Florida talks. The US President, nevertheless, warned that there were several difficult remaining points, including over territory.
Conditions for Russian Talks
In related comments, the Ukrainian President informed reporters that a direct engagement with Moscow would be conceivable after the American and European allies agreed on a settlement proposal from Ukraine to end the war.
This statement comes following Donald Trump remarked to reporters that he was of the opinion a trilateral meeting between Moscow, Kyiv, and Washington could happen when conditions are suitable.
Previous Interaction
The two leaders have not met since over five years ago. The most recent talks, facilitated by the leaders of France and Germany, sought to restart efforts to resolve the ongoing conflict.
More recently, in the spring of 2025, the Kremlin leader declined to travel to Istanbul for negotiations with Zelenskyy, turning down a direct offer to discuss peace in Turkey.
Unresolved Land Disputes
A key unresolved issue continues to be the status of the Donbas area in eastern Ukraine. Trump said that a proposal to turn the area, which is mostly under Russian control, into a zone free of military forces is still not settled.
Trump further commented that it will be known within weeks whether the conflict can be concluded.
Both sides have stressed that the protracted diplomatic process would persist as they work towards a durable settlement to the protracted war.
